Senate Bill 9, authored by Toni Atkins (D-San Diego), would allow lot splits, duplexes, and as many as six units on parcels currently zoned for a single-family home. Senate Bill 10, authored by Scott Wiener (D-San Francisco), would allow as many as 14 units on parcels currently zoned for a single-family home. Both bills would trample environmental protections and give privilege to developer/investors while placing financial burdens on communities and their residents.
